In AOE3 when you click on idle villager button it will center on his position so you would know where to send him. It does not seem to do it now, when I click on that button nothing changes on screen except selecting idle villager. Is it a setting I can change?

just try the other hotkeys for villagers and youll find the right hotkey, or press space bar to focus on the villager
There is an option in the UI Settings that allows you to focus screen on find function.
