Latest to date version
I have both ‘Z’ and ‘Shift+Z’ as different squares in my grid hotkeys and ‘Shift+Z’ just gives me the option set on ‘Z’
My ‘Z’ hotkey is on the top right corner and the ‘Shift+Z’ is on the bottom right. I have a similar setup with ‘A’ and ‘Shift+A’ and it works fine.
This is extremely annoying and should be trivial to fix. Non-functional hotkeys in a competitive rts pisses me off to no end.

Yeah, definitely not working as expected. The team will look into it!
Look for some additional hotkey improvements coming in Season 2
