Shift queueing Patrol or Attack-Move interrupts current commend queue

I have an unit at location A. I want it to move to B and then patrol between B and C.
I click the unit moving it to A and then shift queue patrol comment to C while it is still moving, it immediately patrol between current location and C.
If I queue more move commends and then shift-queue the patrol commend, I can see the unit keeps patrolling and all move flags remain in the queue forever.
If I use Attack-Move instead, the unit immediately does attack-move commend and then continue the rest of the queue after the attack-move comment.
It seems Attack-move / Patrol commend is always pushed to the front instead of the end of shift-queue.

Note: I have test it in v1.0 and this issue has been there since 20 years ago.

Here’s the steps to reproduce the issue:

  1. Move an unit from A to B.
  2. While it’s still moving, shift-queue a patrol/attack-move comment to C
  3. The unit immediately start patrol/attack-move comment instead of finishing those queued commends.

The unit should do the commends in order.
The patrol/attack-move commend should be pushed into the end of the queue (instead of the front).
