Shockwave doesn't affect Citizen Hero or Contarius Hero

Issue:

The Shockwave God Power doesn’t affect Hero Citizens or Hero Contarii, which is inconsistent with all other Atlantean heroes and most other units in the game. In proto.xml, VillagerAtlanteanHero and ContariusHero are missing LogicalTypeValidShockwaveTarget at the end of their unittype tags.

In the legacy game, Shockwave couldn’t affect heroes, but now it can.

Updated to note that it also doesn’t affect Hero Citizens despite affecting all other villagers and heroes (except Hero Contarius as noted above).
