The tech in the siege workshop that supposedly increases siege HP by 20% increases the HP of rams from 700 to 924, which is almost a 33% increase.
Not sure if this applies to other siege weapons too but please check it out <3

I checked the English and everything seemed to be on the up-and-up. Which civ did you see a discrepancy with?
Here’s a screenshot from chinese. I’m not sure if there is some bonus or unique tech I’m forgetting but I don’t think so.
Ming dynasty gives 10% hp, 700 * 1.2 * 1.1 = 924
