Simple solution to garrison abuse; units must reload after ungarrisoning

Recently quite a few players have been using the new garrison mechanics to exploit ranged units inside rams, but this issue has persisted for quite some time, predominately with monks in TCs or Fortified Churches.

But there’s a simple solution! Just make units that ungarrison need to reload before firing. That means most units will need to be out for approximately 2 seconds before they first hit an enemy, and it means the enemy has the same amount of time to hit them in return.

Poof, problem solved.
