ISSUE EXPERIENCED

Cannon (or maybe just flaming arrow in particular) are once again going into a loop of packing and unpacking with very few shots actually fired.

AI trains and ships many flaming arrow. All of them are easily killed with very little casualties. -
Cannon (particularly Ethiopia’s Sebastopol Mortar) will walk from train or shipment point to some gather point before attacking - can be attacked and killed on the way and they will not fight back. This of course is a problem with other units as well.

Here’s the steps to reproduce the issue:
- Play against AI
- Note AI cannon behavior
EXPECTED RESULT
What was SUPPOSED to happen if the bug you encountered were not present?
- Cannon should kite but allow shots to fire before kiting away. They should not kite before dealing any damage.
- Cannon shipped from HC should fight back on the way to gather point…
