Has anyone had the issue where on rare occasions, you can hear enemy chat? I cant be sure, but I think it happened after a pause in the game. I have had it on more than one occasion too.
Is this about posts some numbers in the chat and hearing some sounds?
These are taunts and are a feature of the games. Just google AoE II Taunts.

3 = …
If it is something else, then i have no idea.
Sometimes my chat is set to “talk to everybody” and dont remember setting it like that.
