Spanish Immigrants Not Shippable

Unable to ship the Spanish Immigrants card as USA in the Exploration Age when playing on Texas, even though I had enough food. The food requirement was red, as if I did not have enough food.

Here’s the steps to reproduce the issue:

1. Play USA against 1 extreme computer (Lakota) on Texas.
2. Gather 300 food.
3. Try to ship Spanish Immigrants.

EXPECTED RESULT

I should have been able to ship the card.

I think this actually had to do with the deck - I recreated it and it fixed the issue. Please note that it says in the picture, “No active deck”. Not sure how that happened.
