When the “Mini Home City Deck” option is on, the home city button isn’t appearing while watching a game as a spectator - and if you try to choose it from player summary button, the unclosable popup appears.
Press home city hotkey can close it and make the flag appear. Don’t tell me you don’t use hotkeys. But yea that is a bug but not the most urgent one
