This was a nice edition to AoE2HD and would love to see it in AoEDE, perhaps with chat limited to the spectators during play (not sure if this is case in AoE2HD)

I would add special spots for observers : 8 players + 4-8 observers spots
The best would be the ability of watching any game at any time even when the game is already launched

That jumping in whenever sounds cool but difficult to implement. Do any other AoE games allow that?

Yes, please! I enjoy spectating random matches on AoE2HD and would love the same thing in AoE:DE. Dedicated observer spots (with all the bells and whistles we have in the AoE2HD spectator mode) would be amazing.
