Spies includes the cost of villagers of allies as well when teams are not locked

Here’s the steps to reproduce the issue:
- Well yesterday I was playing the Barbarossa campaigns and I always go for Conquest irrespective of the objectives.
- I loaded up the “Pope and Anti-Pope” and played standard.
- After defeating Green and River Guards and nearly wiping out Milan, I checked for Spies to kill fleeing villagers, the cost was 4200 gold (21 villagers). I had enough gold so I purchased it only to find Milan had 2 Hussars, walls and the Cathedral.
- Today, I was playing Henry the Lion and this time I was sure that Poland and Henry the Lion never had villagers, but the cost of Spies was 14k. So I was sure the cost wasn’t random, it was due to allied villagers.
- I used the scenario editor to place my castle in post-imperial, had 8 allied villagers and found that when teams are not locked, they count towards spies as well.
