Steam Family not working anymore for AOE2?

My brother cannot play the game anymore. Steam offer him to buy the game. I checked several times that the family mode is activated.

Every time

Here’s the steps to reproduce the issue:

  1. Open Main steam account
  2. Activate family mode with the person you want
  3. Loggin on the other steam account
  4. You cannot play AOE2 and must buy the game
