I am not sure if I am the only person with this sentiment, but I think they kind of got the implementation of the whole civilisation-specific-tips-before-each-ranked-game wrong. I don’t know about anyone else but if I am playing a specific civ chances are I already know the specific bonuses for that civ what would be much more interesting is if the tips were about my opponent which I am less likely to remember all the bonuses for. Now the only scenario where this may not be true is if you are doing random civs and you can’t remember the bonuses for every civ so this is handy but there is no reason why there shouldn’t be an option to show enemy bonuses instead of your own, or even team bonuses of your team mates, or even a mix. The splash screen before a game can definitely dedicate some room to some more important tips.
