[suggestion] Increase the maximum scroll sensitivity

At the moment, max scroll speed feels a little too slow on DE2, on 1.5 userpatch the max was higher, and on aoe2 HD it was a lot higher.

I would love to see an option to increase it. I propose the following changes:

  1. increase the size of the scroll sensitivity slider.
  2. Add a number next to the sensitivity slider to indicate exactly on large the sensitivity is.
  3. I would suggest the sensitivity ranges from 1-150, 100 being the original maximum, 150 being 50% faster than that.
