It would be great to have a feature for team games where more than half of the team must agree to surrender. Otherwise, the game continues, and players who go AFK or display bad behavior should face penalties.

Won’t work because the player who gets voted out can alt-f4, or delete all their units and buildings or disconnect their internet. And what if in a 4v4 one player got disconnected and one of the other wants to leave and play new.
Even otherwise if someone is fully dead and just left with a scout or transport or just 1 vill, others shouldn’t be in a position to force that player to spend their next hour trying to run and rebuild. Early quitters sure are annoying, could be reported with an additional option but this surrender poll must not happen.
Maybe have the disconnected player taken over by AI (difficulty depending on his Elo level, modified to play somewhat meta as lower AIs notably barely build up their economy) and following teammates orders, it would be better than simply staying AFK doing nothing.
Indeed you cannot prevent players from disconnecting one way or another, so why even bother trying ?
I think pop space of a defeated/disconnected/kicked teammate should be distributed to the others players.
Plus, there should be a poll to kick a teammate.
Replace with AI is probably better. The AI starts at where the player resigns. But the AI should be easy
Deal with an IA in a multiplayer match would be or umbalanced, or frustrating. Let the people keep playing without the drawback of having 200 units less…
Imagine a player almost defeated and has no way to get back his population quickly, then he resigns, suddenly all his teammate get extra 200 population and can spam so much more. That’s no way balanced. Resigning actually give the team advantage
There is a big difference between a defeated teammate and a disconnected one. One has been properly knocked out by his opponents and this should be a major hit to his team (one player down), while for the other we can presume a technical difficulty that annoys everyone. Any compensation system should only apply for disconnects, and the AI has the least potential for cheese compared to giving extra pop space. The AI takeover logically wouldn’t control much if the player resigns…
On top of the AI taking over, there should be the option of having that player reconnect and take control of his civ again. If you’re gone for 5 minutes the AI will have played conservatively for that time (unless tasked otherwise by your teammates) so if would limit the negative effects.
I won’t even consider the case of kicking a player as it means the team is already quite dysfunctional…
