Technology does not queue in earliest available building

If you select all buildings of a type and queue a technology, it won’t necessarily queue inside a building that finishes current task the soonest (which should be expected behavior). In Survivalist’s stream below, he selected all TCs and queued loom. One TC is Imp’ing and two others are creating one villager. But loom is queued behind Imp!

Note that at around 3:01:43 he clicked Imp, then selected all TCs and queued loom. At 3:02:26 he discovered and complained about this bug.

This ‘bug’ exists forever and i notice it most often with hand cart queued in the imp tc.
Can confirm.

It’s because the game counts how many items would need to be processed before this new thing could be produced/researched, rather than how long it will take to get through the current queue, which is should definitely do instead.
