Teutons actually have crenellations that is quite useful against CA.
And then ofc the slow melee focus of Teutons jsut naturally leads to a weakness to CA. The civ is just a bit specialised like also koreans are specialised in anti-archer.
Maybe these kind of civs could use some kind of rework. But there are people that like this kind of lopside balance.
