Issue:
When attempting to apply a texture layer such as debris, Fimbulwinter snow, damaged building fire effects, or any other overlay material onto buildings, the textures do not scale correctly. Instead, they appear heavily stretched, as if they were melted or distorted.

(what was happening at the time of the performance/stability issue)
(this could be an action you or another player took right before the issue started)
Repro Steps:
- Go to the editor and place any building.
- Place a texture object to overlay it on the building (e.g., buildingRubble, snow, etc.)
- If you want to check the problem in damaged buildings as well, just damage them and you will see the fire distorted.
Additional information: the stretching over land is correct; the problem only lies in buildings.
