The Baltic Powers DLC owned on Steam, but Danish and Polish civilizations are completely missing

Hello,

I purchased Age of Empires III: Definitive Edition – The Baltic Powers on Steam, but the Danish and Polish civilizations are completely missing from the game.

They do not appear in the Home City civilization list or in the Skirmish civilization selection. They are not shown as locked DLC civilizations either — they are simply absent.

My in-game version is:

V. 100.19.18309.0

Steam confirms that I own the DLC:

AppID 4308600 (Age of Empires III: Definitive Edition - The Baltic Powers)

release state: released (Subscribed,Permanent,)

The DLC is enabled in Steam under Properties > DLC.

The base game also reports:

AppID 933110

install state: Fully Installed

BuildID 25040513

update state: (No Error)

DisabledDLC ""

I have already tried:

  • Restarting Steam and the game
  • Disabling all mods
  • Testing with a completely new UserProfile.xml
  • Verifying the integrity of the game files through Steam
  • Disabling and re-enabling The Baltic Powers DLC
  • Clearing the Steam download cache
  • Running steam://flushconfig

None of these steps fixed the issue.

I also checked the current game data with Resource Manager. The Baltic Powers content is physically present in the current Data.bar:

  • DEDanish exists in civs.xml
  • DEPolish exists in civs.xml
  • Both are marked <main>1</main>
  • homecitydanish.xml exists and contains <civ>DEDanish</civ>
  • homecitypolish.xml exists and contains <civ>DEPolish</civ>
  • techtreedata_dedanish.xml.XMB exists
  • techtreedata_depolish.xml.XMB exists

There is another unusual symptom. The game automatically creates:

sp_DEDanish_homecity-v11.dat — only 246 bytes

sp_DEPolish_homecity-v11.dat — only 240 bytes

while the Home City data files for my normal playable civilizations are much larger.

I deleted/moved the Danish and Polish Home City files as a test and let the game regenerate them. The game recreated them, but the Danish and Polish civilizations were still missing.

This suggests that the game recognizes the internal DEDanish and DEPolish civilization IDs and has the DLC game data installed, while somehow failing to make the civilizations available to my account/UI.

Could you please check whether there is an entitlement or DLC activation issue affecting The Baltic Powers?

Thank you.

PS: Sorry if it’s not perfect, I went through chatGPT to write my topic

I have the Independence mod as a skirmish choice

After refunding The Baltic Powers, Steam now correctly reports No active license found for appID 4308600 and release state: released (No License).
However, Danish and Polish civilizations are still completely absent from the civilization and Home City lists, exactly as they were while Steam reported the DLC as Subscribed,Permanent.
All mods were disabled for both tests.

Hi!

If in the future you buy the game again, can you also delete your user folder? You can find it here: C:\Users\Your_user\Games\Age of Empires 3 DE\Lots of numbers

Make a copy first so you dont lose your Home cities, Hotkeys and savegames. If this works, copy them back

Let us know if this helps!

Could you try to disable all of your currently-installed mods in the in-game mod manager, that are marked as not being multiplayer compatible?

Any installed/subscribed mods that fully replace civilization data will prevent HCs for new civilizations from being properly generated by the game. This appears to be the case for some unlimited/extended population mods.

I disabled every DLC in Steam and launched the game. All other DLC civilizations still appeared in the player civilization list as locked, but the Danes and Poles were completely absent. However, both civilizations can still be assigned to the AI. This confirms that they are missing from the player selection list rather than being shown as unowned

After deleting all your mods, did you try to delete your user folder

C:\Users\Your_user\Games\Age of Empires 3 DE\Lots of numbers

With steam cloud disabled?

Make a copy somewhere first. I’m worried about a corrupted file here

Hello to you, I finally managed to unblock the Polish and Danish ones. To do that, I decided to uninstall aoe3, then delete all the files related to the game on the main SSD using the search engine (while keeping my personal data from the game aside on another SSD) and before installing the game I just disabled the Baltic Power DLC, I was surprised (and happy) to see the civs of this DLC in lock-up, then I reinstalled the DLC and I had access to these civs

Happy to see you fixed it!
