Title: Pre-ordered “The Baltic Powers” DLC is owned, but Denmark & Poland civilizations are missing from my Home City (AI can select them, I cannot)
Body:
I pre-ordered “The Baltic Powers” DLC for Age of Empires III: Definitive Edition a long time ago. Steam shows that I own it, but since the DLC officially launched today (September 11, 2026), I have not been able to use the two new civilizations — Denmark and Poland.
Detailed symptoms:
-
In Skirmish and Multiplayer modes, the AI (computer players) CAN select Denmark and Poland. However, these two civilizations do NOT appear in my Home City, so I (the human player) cannot select them. This suggests the DLC content is present in the game, but my account’s Home City has not been properly unlocked/initialized for these two civilizations.
-
On the Steam store DLC list, every DLC I previously own shows a black “DLC” badge in the top-left corner of its thumbnail. “The Baltic Powers” is the only DLC that does NOT have this “DLC” badge — suggesting it may be misclassified on Steam’s backend, which prevents the game from recognizing its DLC authorization via the Steam DLC API.
What I have already tried (none worked):
- Fully quit and re-logged into Steam over 10 times
- Verified game file integrity
- Uninstalled and fully re-downloaded the game 4 times
- Logged out and back into the in-game Microsoft/Xbox account
- Confirmed the DLC is checked/enabled in Steam properties

Expected resolution: Please investigate the DLC’s type classification and authorization status on the backend, and fix it so Denmark and Poland appear in my Home City.
