Still only explorers can build native embassy.
I also tried other civs including Asian civs and American civs. There is no change in how they build native embassy. (But i love the mortar

By the way, i notice that the outlaw units for native civs are not available until Fortress Age.
Many lakota cards are adjusted as well.
These updates are good, but plz mention them in the update log @devs. You make these change secretly.
