The game can not be installed with another user account on the same computer

Issue:

The game does not start with another user account on the same Windows 10 computer. The first installation worked fine. If I log in as another user, the installation will not work. After the offered installation over the Microsoft Store the launch is offered once. The game does not start and the installation is offered again in the store.
Of course, both users have their own XBOX account and bought the game each time.

Reproduction Steps:

  1. Install AoE2.DE (Microsoft Store)
  2. Log out
  3. Sign in as a different user
  4. Install AoE2.DE (Microsoft Store) for the second account
