Issue:
Game: Age of Empires IV
This bug affects Imperial Official, Villager, Archer, Spearman, etc.
I have disabled the option in the GAME section called “Right-click placement in buildings” (in the settings). I place all units in the garrison with the F or G button for Villagers. In order to repair buildings via Right Click, I disabled this function.
But if I hold down the Shift and press the right mouse button, the units will still be placed in the building. This should not happen.
For example, when Villagers hand over a resource , and I click the Shift to click on a sequence of actions, after a while I find that he has handed over the resources and is sitting and resting in the TC garrison.
Or another example, if you select a group of villagers with woodline and through the Shift send them to hand over the resource to the TC and go to the construction of the Keep. Then the villagers with empty pockets will remain sitting in the TC and will not go with the rest of the group to the construction. This is a very big problem. 
Possible solutions:
So that the toggle switch disables placement in the garrison with Shift too, and with Shift+RMB
or the second, better option - it is necessary to add a new switch “Placement in buildings with right mouse button + Shift”. So that I can turn it off too. The second option will allow leaving the option for other players who are already accustomed to it.
Trigger Event:
A villager with an empty pocket will sit in the garrison, and the other will hand over the resource and go to the next point on the location.
If the Villager has no resource in hand or the Imperial Official has no taxes, then when clicking on the TC with right mouse button while holding Shift, it will be placed in the garrison, despite the function being disabled. And if there are resources or taxes, it will hand them over and continue to perform a series of actions assigned via Shift-click.
Repro Steps:

Disable the option in the GAME section called Place in buildings with the right mouse button (to place a garrison only via the F hotkey or any other convenient hotkey).

Using Shift+RMB, click a sequence of two actions for them: send them to hand over resources to the shopping center and without releasing Shift, click on any location locality.
