There are no DLCs installed for the game even though they are downloaded and installed (Graphics Pack included)

I have the same issue, and they wiped my purchased content, expansions.

Trying to get in touch with support is a losing battle i will just cut my loses and get the steam version, I’ve cancelled all of my microsoft subscriptions(game pass ultimate) and refuse to give them anymore of my money.

I have the same issue, even with the build #162286. It looks like I lost all the DLCs: return of rome, battle for greece, enhanced graphics, and some early DLCs I purchased. This happens on a brand new computer, and I reinstalled multiple times.

Anyone else has this problem?

Strange, this is an issue that was finally fixed with the patches.
Have you checked to see if the DLC was actually downloaded? I don’t think the Xbox/Microsoft app only downloaded the game.

The files are there under the XboxGames directory. So I suppose they did not fix all corner cases.

I have exactly the same issue. I lost all the DLCs on a brand new computer, as you did. I used to have access to previous DLCs, I even have 100% of all achievements in them but I can’t access them (or the new ones that I bought) anymore. I was in a contact with Xbox support and they ran few troubleshooting steps, so far without any success.

Same issue affecting me right now on my new PC. I own all the DLCs and just bought the new one that just released. I decided to download everything on my new PC to play it there, but all the DLCs are showing up as not being downloaded in-game. I’ve tried uninstalling and redownloading everything including the base game, repairing the files as well as several other options, but to no avail. The odd thing is on my old laptop that I already had been playing the game on, the DLCs show up in the game fine; I even uninstalled them there and redownloaded them, and everything is working perfectly on there. I want to play the game on my new PC though, and it’s just not working which is very frustrating.

Did you ever find a solution to the problem?

Yes, I solved the issue. Check out other games and if the issue exists there. For me Paradox games followed the same pattern (DLCs installed and not active in game). Turned out I had more than 10 devices recorded on my account (that also includes old Windows versions that I formatted over the years). My new PC was not on it. After I limited it to 8, one of the licences was taken by my new PC and everything started working on the new PC.

Thanks for the reply. I don’t think that’s what is causing it in my case. All the DLCs for the other Age of Empires games are working for me, and after checking, I only have six devices linked to my account. I don’t really know what may be causing this issue to affect just AOE II. I hope a recent update didn’t cause the previous glitch mentioned above to occur again.
