Beastyqt has made a tier list for every civ in the new season. I think I agree with this, the balance seems quite good (except for Malians):

as he pointed out, its interesting how malians and ottomans have traded places, partly due to huge buffs(ottomans), and new bugs being noticed (malians) and then due to players figuring out how to counter malians with their new units
nice to see the balance is fairly good beyond that though
