Tours scenario: “You can click on signs for directions” doesn't work

Issue:

In the Hints section of the Tours scenario, it says “You can click on signs for directions”, but clicking on signs doesn’t seem to do anything.

Reproduction Steps:

Here’s how to reproduce the problem:

  1. Open the Tours scenario
  2. Walk around a bit with your army
  3. When you see a sign, click on it.
