Towers/castles shoot buildings instead of units

Issue:

Towers and castles will shoot the nearest enemy item instead of shooting targets of value. If the nearest target is a building, like a mine, then they will shoot at that building. When an enemy villager or military unit comes within range, the tower/castle keeps shooting at the building. If I tell it to shoot the villagers, it will shoot until all enemy villagers and military are gone. Then it resumes shooting at the building and ignores any more units that come along. A mangonel could destroy the tower and the tower will ignore it and keep shooting at a mine, instead.

Reproduction Steps:

Here’s how to reproduce the problem:

  1. Build a tower near where villagers are chopping wood and within shooting range of the enemy lumber camp.
  2. The tower will shoot at enemy woodcutters once it is built.
  3. When the woodcutters flee, the tower will shoot at the lumber camp.
  4. When the villagers return to chop wood, the tower will STILL continue to shoot at the lumber camp.
