In DE town dance doesnt boost walls’ HP anymore, meanwhile DE civs got ways to buff unlimited buildings HP and/or walls: Mountain monasteries, Flag, Inca team wall (it doesnt over lap with Portugal), pretty sure among others.
Since TWC civs dont have infinite wood supplies, the dance requires villagers/priests (losing other bonuses, +1 card),have limited barracks, walls cost more and mortars do 2x vs walls I dont see it so OP.
In any case, they could follow the path of fertility dance, which have a lesser bonus on villagers than military units. (They didnt have a great boom capability tho)

The Town dance was super annoying on TAD, but I think you could plausibly cap such that it wouldn’t be an issue for the reasons you mentioned.
Personally, I’d say 1-2% per vill. As a boost to current stats (rather than base) a 25-50% boost to would seem reasonable. My only real concern up at the 2% range would be Aztecs who could then achieve like 70% which would be annoying on upgraded walls.
Btw, under no circumstances should Inca be given Town Dance back.

For aztec controversy, the aztec fortification card dont buff HPs unlike extensive fortifications everyone else have do. Same happens with its age up.
They did at least briefly. I remember a video of someone abusing it really early on. It was removed. Three words: Stronghold Town Dance…
Imagine those with 20k HP and the ability to melt armies in seconds. At that time the light cannons could still hop in and out too, so have fun even trying to use mortars to kill it.

Those were good times back when inca had original monumental architecture card, original building hp, town dance, strongholds and you could get like 10 tc’s.
Thats why I dont get the Devs’ POV. They nerf Town Dance and HP aztec age up and travois card but give several civs tanky buildings with no disadvantage like US flag or ethiopian mountain monasteries.
Meanwhile if natives want ever use T.dance they lost units train time, XP or unit buff via war dance and villagers seconds
