Trade cart doesn't spawn on the map Sudd

The trade cart never spawns on the new map Sudd. Researching caravan trade does work however and a cart will appear after that.

Here’s the steps to reproduce the issue:

1. Load the map Sudd
2. Observe the trading line
3. No cart ever spawns, no TP ever receives a XP pass

EXPECTED RESULT

^{What was SUPPOSED to happen if the bug you encountered were not present?}

The default cart would spawn as there’s a trading post line and trading posts.
