the game should already have a treaty mode, It is a mode that has always been present in the franchise’s games and has solid communities.
Both AOE II and AOE III have large communities of Treaty players, who would certainly play AOE IV more if it had Treaty mode.
Please devs add treaty mode.

Arena basically means treaty mode.
arena is arena, treaty is treaty… different things
