Unclosable chat window appears . No help since 2022

Please please please for gods sake somebody tell me what this chat box is and how to close it. I’ve been asking this for years nobody is replying .

When I play the game some combination of keys makes this overlay chat appear and it can’t be closed unless by closing the game .

Windows . Version . Since like 2022 happens once in a while and now on latest DLC toO.
