I have purchased the United States package and see people discussing challenges. Yet I can not locate them within my game package when started through steam. Any suggestions on where I may be able to find them?

los desafios solo estaban disponibles para conseguir grauitamente el Dlc, si lo compras es irrelevante y obviamente que no vas a tener los desafios para jugarlos

As ojesumlp says, you do not have the challenges because you have already unlocked the prizes that are the icons and civilization, anyway you will not regret playing the challenges because they are bad, you can recreate it yourself because it is not special scenery or anything new , just a set of instructions that anyone can do against AI.
The challenegs you talk about aren’t available anymore, so to get the USA civ you need to buy the DLC ofc
