Hoop Thrower unlocking makes it unable to train Petards to Ottomans/Swedes
Ottomans/Swedes have 6 trainable units in the Artillery Foundry, so adding Hoop Thrower makes Petard untrainable because the unit row is pushed downward.
EXPECTED RESULT
Move the Hoop Thrower to same row with the Petard.
