Use the scenario editor to configure a rigged setup, and then load that with the skirmish menu to complete the challenge easily.

You have the load the scenario editor, then save the scenario, and play it through the skirmish menu, not the scenario editor test option.
I just used Frank’s, vs moderate AI. Didn’t take long
