US wagon can’t build blockhouse after sending Russian American Company

Here’s the steps to reproduce the issue:

1. play as US
2. send Russian American Company
3. train a wagon from assembly and try to build a blockhouse

EXPECTED RESULT

make blockhouse available for US wagon after sending Russian American Company

Just confirmed. Once the blockhouses are destroyed they cannot be replaced by the outpost wagon from the capitol building.
