I play treaty primarily, where infinite-shipment cards are practically a requirement in deck building. Most treaty players using USA likely used a combination of New Jersey Seaports and infinite-300 home city card (usually Wood) which currently grant 1200 resources.
The newest PUP listed a nerf to this card; I think the New Jersey Seaports granting +900 which gives the infinite-300 shipment a total of 1200 resources may have been one of their better (if not OP) features, but I feel like the nerf down to +400 (total of 700) was a bit severe?
Almost all comparable “Euro” civilizations have an infinite-shipment card that have ~1000 resource equivalent (e.g. 10 musketeers, 2 falconets, 8 halberdiers, etc.). USA themselves even have 2 horse artillery which has a value of 1200 resources (and some others do too, such as British with inf-2 rockets apparently are worth 1200 resources).
I personally think that maybe the 300+900 was almost always a better option than 2-horse-artillery considering the resources grant flexibility in expenditure, but nerfing it down to 300+400 just makes this such a weak option compared to what USA has alternatively (2 horse art, and once upon a time, infinite coal mines) and what other civilizations with comparable economies have (e.g. the cards that are ~1000 resources in value).
I enjoy when civilizations have more equivalent-options so players can construct decks that match their preferences and playstyles, but to me, and I imagine many others, this nerf was so severe that it basically forces the decision to not use it. It’s a shame that one of my favorite features in a civilization I really enjoy using (New Jersey Seaports) will be an unshipped card in my decks (similar to how in Treaty I never send “Indiana Mammoth Improvement Act”).
