villagers no longer wall evenly

Here’s the steps to reproduce the issue:

  1. select 3 vills
  2. make a long wall with 10 length tiles wide
  3. watch the vill splits unevenly

That behaviour is inteded.

what was the reason for this change? the old way was much better to have vill split evenly
