villager/class 4 no longer able to construct buildings with trait 4

see screenshot below, entering the same value (the values from serjeant) to a villager, the button appears but placing foundation has no actual effect and no foundation is placed, looks like game somehow ignores class 4 but for serjeant non class 4 still works

Here’s the steps to reproduce the issue:

  1. the same value in screenshot entered for male/female villager
  2. button appears, tries to build with them, no foundation is placed
  3. prior patch was working just fine

:backhand_index_pointing_down: What was SUPPOSED to happen if the bug you encountered were not present?

foundation is placed, villager turns into builder (tasks swapped) and proceeds to build the building
