Reproduction Steps:

  1. Start a normal game

  3. Save your settings and get back to the game
  4. Click on a villager and notice the sound is still full volume, while all other sounds are muted.

Edit:

Solution Discovered:

I did not realize that the voice volume slider controlled in-game voices, like villagers. I thought the voice volume slider would only control campaign/tutorial voices during cutscenes. I assumed the in-game voices like villagers would be considered a sound effect and be controlled by the sound effect volume slider. I recommend that the in-game voices, like villagers, be classified as a sound effect, instead of a voice.
