Quite often villagers don’t build walls. They just walk in thin air forever. The villager can be made to continue to build if you make a gate at the segment that the villager is at.

Here’s the steps to reproduce the issue:

Start to build a wall
Sometimes the villager just stops building and walks forever beside the wall
