I noticed today as I was watching a recorded game from yesterday( I played this game as Russians) , I was watching as British Player on the enemy team. I saw a Steam achievement pop up for rockets. I have now completed the Congreve Rockets achievement even though I have never played as British. It seems that watching recorded games as a particular player causes you to complete the steam achievement for that civ.
Not a big deal I know haha, just wanted to report.
