Developer Picks should not include popular maps. Make the community vote for Arabia and Arena if they really want it. Otherwise, no one is going to bother voting because the mainstream maps are always included by default.
I made this suggestion on the Steam Forums. That during the periodic map pool cycles, Arabia, Arena, BF are intentionally NOT on the list so as to mix things up (just for one cycle).
