When Mongols hit hotkey "Select all military units" packed up building get selected

This is a bug that was fixed about 2 patches ago and then came back in the latest patch. I’m assuming the fix got overwritten.

Recreate bug:

  1. Mongols have packed up Town Center, Ger, or Silver Tree.
  2. Hotkey “Select all Military Units”
    3 They will be included.
