Will it be possible to play vs african civs, african maps etc etc without DLC??
In AoE2 HD players could play against DLCs owners, idk about DE.

you should be able to play vs them similar to how the USA works.
when it comes to maps we dont know how it will work tho i do imagine the maps and minor civs might actually be free content.

And the campaigns are also part of what would be paid. I doubt very much that they want to divide the players, so you can play with those who have the DLC without problems (I hope).
