When would you consider the game “complete”?

By complete I don’t mean “no more new content” but “all contents that I think should be in the game are already made and anything else added later is a bonus or surprise”.

My standard is:
Persian civ
More detailed Middle Eastern maps and natives.
Oceanian and South African maps and natives.
10 more proper Asian and European historical battles or campaign scenarios (at least each civ should have an appearance)
One round of Asian rework like the European and Native American ones (Europeans get 2 rounds, Native Americans get like 1.5, Asians 0; the first two are justified because they really lag behind after TAD, but after the reworks Asians now lag behind)

Definitely. With Danes and Poles coming in the Baltic DLC, the last large, major, relatively long-lived regional power from the early modern period that is absent is Persia.

Beyond that, we need the blank spots in the map filled (Asia, Southern Africa, maybe Oceania). Might be hard given the lack of a map guy or gal at FE though.

A Napoleon Campaign is needed to ever complete the single player side.

Campaign DLCs would be great, especially if they was co-op compatible.

I won’t be truly satisfied until Haida/Tlingit are in, but I realize that might be a pipe dream. Seeing Persia get in would be the last big player in my mind.

Only thing I would add to the list in OP is that the American maps need a facelift. I don’t even mean new civs, I mean that most of them are gimmicky and gameplaywise are wonky, native sites are extremely lacking and most of them feel like placeholders for what should actually be in their place, and even the treasure guardians and outlaws feel out of place.

I can easily name at least a dozen other regional powers that were both major and long lived.

It seems to me that no game from the Age of Empires series will ever be “complete”. There is always something that could be added to the game. The first thing that comes to mind are civs - you can easily add another cool and appropriate 22 brand new civs to AoE 3. Maps and Minor Civilizations will also always be missing as there are tons of options from all over the world. What’s missing most is new story content - new campaigns and more Historic Battles.

In the case of AoE 3, many huge updates, remakes and DLCs are needed to become “complete”. It takes many years.

peronally I think the game was complete after the original Warchiefs expansion, I wouldn’t have minded if they left it there and made a new AoE4 after that. Everything since then has been an amazing bonus!!

Never.
There is always more that could be added.
Every civilisation could be split into dozens of subfactions theoretically.
Doesn’t mean they should keep adding stuff forever, I hope we get something like AoE5/6/7 with an earlier modern setting that can replace AoE3DE.
