Maybe european civs like Britons, Franks or Teutons could have an Imperial upgrade for the monk like the Archbishop from the Scenario Editor. More powerful with conversion and healing.
If not an unique upgrade, then an regional version.

none of the civs you mentioned are weak in Imperial age. What purpose would an upgrade like that have? Monks are a tool against early knights, and against onagers in late imperial.
None of the civs here struggles against those units.

Monks have so many techs (redemption, fervor etc) that they do not really need an upgrade at all.

An archbishop makes no sense as a trainable unit. It’s an elite position and there are very few at any one time. As an example, the Church of England has two archbishops. It would be almost as absurd as being able to train multiple kings.

I think fully upgraded Aztec archbishops would have 145 HP, 2 pierce armour, and 30 HP/minute regeneration. Even if we interpret this thread as a serious suggestion and not trolling, does @ArrangedHeart77 really think Aztecs monks are not tough enough?

This is silly. Monks are a unit that are constantly getting upgraded through techs in the monastry throughout castle and Imperial age. A monk in the Imperial Age with all the techs is essentially an Imperial monk (whatever that means).
