Burgundians have a civ bonus where they are able to access their economy technologies one age earlier. They also cost less food.

This means wheelbarrow and double-bit axe is available in the Dark Age, hand cart and bow saw is available in the Feudal Age, etc.
I have not reviewed the data mod but I’m assuming that the mod did not bother to share the Burgundian bonus, which might explain why only the Burgundian player (and not the team) received the bonus.
The 256x tech appears to be implemented scenario-side. Presumably, this is done by either using triggers to set the techs to be repeatable 256 times, or via a XS script that loops through the techs and sets the repeatable count of each tech to 256. In either case, Burgundy would have access to 256x wheelbarrows and double-bit axes from the start. Whether the other teammates get that bonus too is a matter of how the data mod is implemented, but in any case I don’t see anything amiss here.
