I think a good AI like you described can help the AI become smarter and play more like a real player.
However, for AI to be alive, it needs more than just the way it plays. In AOE3, each civilization has its own historical personality. A picture of her is displayed and she shares taunts. In Stronghold, it’s even better. An animation of the enemy is faded in with taunts. The AI also sends these itself in various situations. For example, when it attacks, when it defends, before a defeat, etc. Something like this is missing in my opinion for a lively AI that is fun to play against.
