At the moment aoe de is 14 dollors on the Windows store and I am wondering if it will be worth it getting it now at that sale or if there will be a sale when the steam version is released

Yes, it will be on sale on steam. And, store version and steam version players can play together as it includes cross server support.
Store version has no backup option.
Steam version will have backup option as all steam games can be backed up.
